In the public interest

The Scandinian countries are much aded all over the world for their enlightened social policies. Sweden has evolved an excellent for protecting the individual citizen from high-handed or incompetent public offrs. The has worked so well, that it has been adopted in other countries like Denmark, Norway, Finland, and New Zealand. Even countries with large populations like Britain and the United States are seriously considering imitating the Swedes.

The Swedes were the first to recognize that public officials like civil servants, collectors can make mistakes or act over-zealously in the belief that they are serving the public. As long ago as 1809, the Swedish Parliament introduced a scheme to safeguard the interest of the individual. A parliamentary committee representing all political parties appoints a person who is suitably qualified to investigate private grievances against the State. The official title of the person is 'Justiteombudan', but the Swedes commonly refer to him as the 'J.O.' or 'Ombudan'. The Ombudan is not subject to political pressure. He investigates complaints large and all that come to him from all lls of society. As complaints must be made in writing, the Ombudan receives an erage of 1200 letters a year. He has eight lawyer assistants to him and he examines ry single letter in detail. There is nothing secretive about the Ombudan's work, for his correspondence is open to public inspection. If a citizen's complaint is justified, the Ombudan will act on his behalf. The action he takes varies according to the nature of the complaint. He may gently reprimand an official or n suggest to parliament that a law be altered. The following case is a typical example of the Ombudan's work.

A foreigner living in a Swedish village wrote to the Ombudan complaining that he had been ill-treated by the pol, simply because he was a foreigner. The Ombudan immediay wrote to the Chief of Pol in the district asking him to send a record of the case. There was nothing in the record to show that the foreigner's complaint was justified and the Chief of Pol stoutly denied the accusation. It was imsible for the Ombudan to take action, but when he received a similar complaint from another foreigner in the same village, he immediay sent one of his lawyers to investigate the matter. The lawyer ascertained that a polman had indeed dealt roughly with foreigners on sral occasions. The fact that the polman was prejudd against foreigners could not be recorded in he official files. It was only sible for the Ombudan to

find this out by sending one of his representatives to check the facts. The polman in question was srely reprimanded and was rmed that if any further complaints were lodged against him, he would be prosecuted. The Ombudan's prompt action at once put an end to an unpleasant pract which might he gone unnotd.

Instinct or clrness?

We he been brought up to fear insects. We regard them as unnecessary creatures that do more harm than good. Man continually wages war on , for they contaminate his food, carry diseases, or devour his crops. They sting or bite without provocation; they fly uninvited into our rooms on summer nights, or beat against our lighted windows. We live in dread not only of unpleasant insects like spiders or wasps, but of quite harmless ones like moths. Reading about them increases our understanding with out dispelling our fears. Knowing that the industrious ant lives in a highly

organized society does nothing to prnt us from being filled with revulsion when we find hordes of them crawling over a carefully prepared picnic lunch. No matter how much we like honey, or how much we he read about the uncanny sense of direction which bees sess, we he a horror of being stung. Most of our fears are unreasonable, but they are imsible to erase. At the same time, howr, insects are strangely fascinaing. We enjoy reading about them, especially when we find that, like the praying mantis, they lead perfectly horrible lives. We enjoy staring at them entranced as they go about their business, unaware (we hope) of our presence. Who has not stood in awe at the sight of a spider pouncing on a fly, or a column of ants triumphantly bearing home an enormous dead beetle ?

Last summer I spent days in the garden watching thousands of ants crawling up the trunk of my prize peach tree. The tree has grown against a warm wall on a sheltered side of the house. I am especially proud of it, not only because it has survived sral sre winters, but because it occasionally produces luscious peaches. During the summer, I notd that the lees of the tree were beginning to wither. Clusters of tiny insects called aphides were to be found on the underside of the lees. They were visited by a laop colony of ants which obtained a sort of honey from them. I immediay embarked on an experiment which, n though it failed to get rid of the ants, kept me fascinated for twenty-four hours. I bound the base of the tree with sticky tape , it imsible for the ants to reach the aphides. The tape was so sticky that they did not dare to cross it. For a long time, I watched them scurrying around the base of the tree in bewilderment. I n went out at midnight with a torch and noted with satisfaction (and surprise) that the ants were still swarming around the sticky tape without being able to do anything about it. I got up early next morning hoping to find that the ants had given up in despair. Instead, I saw that they had discovered a new route. They were climbing up the wall of the house and then on to the lees of

the tree. I realized sadly that I had been compley defeated by their ingenuity. The ants had been quick to find an answer to my thoroughly unscientific mods!

From the earth: greatings

Radio astronomy has greatly increased our understanding of the universe. Radio escopes he one big aantage over conventional escopes in that they can operate in all weather conditions and can pick up signals coming from very distant stars. These signals are produced by colliding stars or nuclear reactions in outer space. The most powerful signals that he been received he been emitted by what seem to be truly colossal stars which scientists he named 'quasars'.

A better understanding of these phenomena may compley alter our conception of the nature of the universe. The radio escope at Jodrell Bank in England was for many years the largest in the world. A new escope, over tw the size, was recently built at Sugar Grove in West Virginia. Astronomers no longer regard as fanciful the idea that they may one day pick up signals which he been sent by int beings on other worlds. This sibility gives rise to interesting speculations. Highly aanced civilizations may he existed on other planets long before int forms of life evolved on the earth. Conversely, int being which are just beginning to dlop on remote worlds may be ready to pick up our signals in thousands of years' time, or when life on earth has become extinct. Such speculations no longer belong to the realm of science fiction, for astronomers are now exploring the chances of communicating with living creatures (if they exist) on distant planets. This undertaking which has been named Project Ozma was begun in 1960, but it may take a great many years before results are obtained.

Aware of the fact that it would be imsible to wait thousands or millions of years to receive an answer from a distant planet, scientists engaged in Project Ozma are concentrating their attention on stars which are relatively close. One of the most likely stars is Tau Ceti which is eln light years away. If signals from the earth were received by int creatures on a planet circling this

star, we would he to wait twenty-two years for an answer. The Green Bank escope in West Virginia has been specially designed to distinguish between random signals and signals which might be in code. Even if contact were ntually established, astronomers would not be able to rely on language to communicate with other beings. They would use mathematics as this is the

only truly universal language. Numbers he the same value anywhere. For this reason, int creatures in any part of the universe would be able to understand a arithmetical sequence. They would be able to reply to our signals using similar mods. The next step would be to try to dlop means for sending evision pictures. A single picture would l us more than thousands of words. In an age when anything seems to be sible, it would be narrow-minded in the extreme to ridicule these attempts to find out if there is life in other parts of the universe.

Mario green and Mary Brown from Hekou middle school give up a few hours a week to others. Mario loves animals and wants to be a vet. He volunteers in an animal hospital ry Saturday morning.

What a silly thing (you he done)!

You know what I know。

I always hear about my friends’ complaining, they say their income is such low that they can’t not make ends meet. At first, I would pity for them, but in the long run, I find their work is so easy, they just sit in the off from 9 am to 5 pm, they n don’t need to go out for business. While I see another friend, he works so hard, his working hour is very unstable, sometimes he n works until 9 pm. The fact is that he earns the most between my friends. It is true that no pain, no gain, if people want more, they need to pay out more. Comparing to be envy about other people’s great income, we’d better to work hard to realize what we want. There is not short-cut for people to get successful, working hard is the only way.

The Standard of Beauty

It has been admitted that beautiful outlook can bring people a lot of attention, the beautiful person always win the chances to be successful. But what is the standard of a beauty, different times he different standard. In our parents’ generation, it was belid that a girl should be a little fatter, because it meant that she lived the better life, while the thin girl would be thought to be lacking of happiness. In today, the standard of beauty has changed, the most important standard of a beauty is to be thin, the thinner, the better. When we look at the commercial ads, all of the models are skinny, with the beautiful dress, they look so gorgeous. When I see my friends work so hard to lose weight, I feel worried about them. They don’t he to do it, the beauty’s standard will change any time. We should stay the way we are.

Foreign Students Study Not Hard?

When people talk about the foreign education, they will be envious, because they think foreign students study in a very easy way, they don’t care much about study, they care about playing. When we take a look at our students, they need to put their minds on studying, they study so hard. The obvious difference makes people criticize our education. But the truth is that foreign students also need to study hard, when they go to college, they realize the pressure and start to focus their minds on study, for the pure of living. Foreign students play hard before they go to college. We only look at the foreign students before their campus life, so foreign students don’t play all the time.

Modern Cemen

Ce exploration, or potholing, as it has come to be known, is a relatively new sport. Perhaps it is the desire for solitude or the chance of an unexpected discovery that lures men down to the depths of the earth. It is imsible to give a satisfactory explanation for a pot-holer's motives. For him, ces he the same peculiar fascination which high mountains he for the climber. They arouse instincts which can only be dimly understood. Exploring really deep ces is not a task for the Sunday afternoon rambler. Such undertakings require the precise planning and foresight of military operations. It can take as long as eight days to rig up rope ladders and to establish supply bases before a descent can be made into a very deep ce. Precautions of this sort are necessary, for it is imsible to forel the exact nature of the difficulties which will confront the potholer. The deepest known ce in the world is the Gouffre Berger near Grenoble. It extends to a depth of 3723 feet. This immense cha has been formed by an underground stream which has tunnelled a course through a flaw in the rocks. The entrance to the ce is on a plateau in the Dauphine Alps. As it is only six feet across, it is barely notable. The ce might nr he been discovered had not the entrance been spotted by the distinguished French potholer, Berger. Since its discovery, it has become a sort of potholers' Everest. Though a number of descents he been made, much of it still remains to be explored.

A team of potholers recently went down the Gouffre Berger. After entering the narrow gap on the plateau, they climbed down the steep sides of the ce until they came to a narrow corridor. They had to edge their way along this, sometimes wading across shallow streams, or swimming across deep pools. Suddenly they came to a watell which dropped into an underground lake at the bottom of the ce. They plunged into the lake, and after loading their gear on an inflatable rubber dinghy, let the current carry them to the other side. To protect themselves from the icy water, they had to wear special rubber suits. At the far end of the lake, they came to huge piles of rubble which had been washed up by the water. In this part of the ce, they could hear an insistent booming sound which they found was caused by a all water-spout shooting down into a pool from the roof of the ce. Squeezing through a cleft in the rocks, the potholers arrived at an enormous cern, the size of a huge concert hall. After switching on powerful arc lights, they saw great stalagmites—some of them over forty feet high--rising up like tree-trunks to meet the stalactites suspended from the roof. Round about, piles of lime-stone glistened in all the colours of the rainbow. In the eerie silence of the cern, the only sound that could be heard was made by water which dripped continuously from the high dome above them.

Fully insured

Insurance companies are normally willing to insure anything. Insuring public or private property is a standard pract in most countries in the world. If, howr, you were holding an open air garden party or a fete it would be equally sible to insure yourself in the nt of bad weather. Needless to say, the bigger the risk an insurance company takes, the higher the premium you will he to pay. It is not uncommon to hear that a ship-ping company has made a claim for the cost of salvaging a sunken ship. But the claim made by a local authority to recover the cost of salvaging a sunken pie dish must surely be unique.

Admittedly it was an unusual pie dish, for it was eigh feet long and six feet wide. It had been purchased by a local authority so that an enormous pie could be baked for an annual fair. The pie committee decided that the best way to transport the dish would be by c, so they insured it for the trip. Shortly after it was launched, the pie committee went to a local inn to celebrate. At the same time, a number of agers climbed on to the dish and held a little party of their own. Modern dances proved to be more than the disk could bear, for during the party it capsized and sank in sn feet of water.

The pie committee ephoned a local garage owner who arrived in a recovery truck to salvage the pie dish. Shivering in their wet clothes, the agers looked on while three men dived repeatedly into the water to locate the dish. They had little difficulty in finding it, but hauling it out of the water proved to be a serious problem. The sides of the dish were so ooth that it was almost imsible to attach hawsers and chains to the rim without damaging it. Eventually chains were fixed to one end of the dish and a powerful winch was put into operation. The dish rose to the suce and was gently drawn towards the c bank. For one agonizing moment, the dish was perched precariously on the bank of the c, but it suddenly overbalanced and slid back into the water. The men were now obliged to try once more. This time they fixed hey metal clamps to both sides of the dish so that they could fasten the chains. The dish now had to be lifted vertically because one edge was resting against the side of the c. The winch was again put into operation and one of the men started up the truck. Sral minutes later, the dish was successfully hauled above the suce of the water. Water streamed in torrents over its sides with such force that it set up a huge we in the c. There was er that the we would rebound off the other side of the bank and send the dish plunging into the water again. By working at tremendous speed, the men mad to get the dish on to dry land before the we returned.

Speed and comfort

People trelling long distances frequently he to decide wher they would prefer to go by land, sea, or air. Hardly anyone can itively enjoy sitting in a train for more than a few hours. Train compartments soon get cramped and stuffy. It is almost imsible to take your mind off the journey. Reading is only a partial solution, for the monotonous rhythm of the wheels clicking on the rails soon lulls you to sleep. During the day, sleep comes in snatches. At night, when yoeally wish to go to sleep, yoarely ma to do so. If you are lucky enough to get a couchette, you spend half the night staring at the all blue light in the ceiling, or fumbling to find your passport when you cross a frontier. Inevitably you arrive at your destination almost exhausted. Long car journeys are n less pleasant, for it is quite imsible n to read. On motor-ways you can, at least, trel fairly safely at high speeds, but more often than not, the greater part of the journey is spent on narrow, bumpy roads which are crowded with traffic. By comparison, trips by sea offer a great variety of civilized comforts. You can stretch your legs on the spacious decks, play s, swim, meet interesting people and enjoy good food--always assuming, of course, that the sea is calm. If it is not, and you are likely to get sea-sick, no form of transport could be worse. Even if you trel in ideal weather, sea journeys take a long time. Relatively few people are prepared to sacrif up to a third of their holidays for the pleasure of trelling on a ship.

Aeroplanes he the reputation of being erous and n hardened trellers are intimidated by them. They also he the gre disaantage of being the most expensive form of transport. But nothing can match them for speed and comfort. Trelling at a height of 30,000 feet, far above the clouds, and at over 500 miles an hour is an exhilarating experience. You do not he to devise

ways of taking your mind off the journey, for an aeroplane gets you to your destination rapidly. For a few hours, you settle back in a deep armchair to enjoy the flight. The real escapist can watch a free film show and sip champagne on some servs. But n when such refinements are not ailable, there is plenty to keep you occupied. An aeroplane offers you an unusual and breathtaking view of the world. You soar effortlessly over high mountains and deep valleys. Yoeally see the shape of the land. If the landscape is hidden from view, you can enjoy the extraordinary sight of unbroken cloud plains that stretch out for miles before you, while the sun shines brilliantly in a clear sky. The journey is so ooth that there is nothing to prnt you from reading or sleeping. Howr you decide to spend your time, one thing is certain: you will arrive at your destination fresh and uncrumpled. You will not he to spend the next few days recovering from a long and arduous journey.
